HILA’s direct-help vision grows in stages. We begin by working alongside established organisations and communities, then build HILA-led programs as the legal structure, funding, partnerships and delivery capacity are established.

Where HILA is today

HILA is currently establishing its legal, governance and fundraising framework. Direct housing, recovery and international relief programs are part of HILA’s future pathway and are not yet operating.

A responsible path forward

The Relief & Pathways roadmap

Each stage establishes the governance, evidence and delivery capability needed for the next. Ambition grows only when the foundations are ready.

  1. 01

    Now / launch phase

    Start by helping through established pathways.

    HILA begins with work that can be undertaken responsibly while the organisation’s long-term charitable structure is established. This means building partnerships, volunteering, education, advocacy and practical support alongside credible organisations already serving people in need.

    • donations of time, professional expertise, materials and in-kind support where appropriate

    • identifying communities and unmet needs that align with HILA’s mission

    At this stage, HILA is not asking the public to fund housing or recovery facilities that do not yet exist.

  2. 02

    Next phase

    Turn support into carefully governed pilot programs.

    Once HILA’s legal and fundraising framework is in place, funding can support clearly defined pilot projects with transparent budgets, eligibility criteria, delivery partners and measurable outcomes.

    • healthy-home upgrades for people in hardship
    • essential household fit-out and transition support delivered with partner organisations
    • housing and accessibility assessments for vulnerable households
    • mentoring, employment and skills pathways
    • small-scale supportive-housing or transitional-housing pilots with qualified partners
    • community-led projects in Australia and selected overseas locations

    Supporters will be able to see which program they are supporting. Restricted gifts are used for their stated purpose, while unrestricted funds support HILA’s broader mission and areas of greatest need.

    Future programs

    Build HILA-led pathways from crisis to independence.

    As funding, approvals, partnerships and organisational capacity grow, HILA’s vision is to deliver more substantial direct-help programs.

    • transitional and supportive housing
    • pathways for women and families escaping domestic and family violence
    • support for older people in housing distress
    • employment, enterprise, mentoring and life-skills programs
    • healthier living and nutrition education
    • recovery and reintegration programs delivered with qualified clinical and community providers
    • structured aftercare and long-term support
    • community-led international projects, including opportunities in Uruguay and other parts of South America where needs and local partnerships align

    These are future program directions. They are not current HILA services and will only commence when the required funding, governance, safeguarding, approvals and delivery capability are in place.

    Long-term vision

    Create places that permanently change what support can look like.

    HILA’s long-term ambition is to demonstrate a better model of support — places designed around dignity, health, inclusion, safety, recovery, connection and independence.

    • domestic and family violence transition environments
    • recovery and reintegration centres with qualified clinical partners
    • community hubs for education, skills, mentoring and wellbeing
    • healthy, inclusive housing models that can be replicated
    • larger precincts and neighbourhoods that combine housing, support, employment and community

    The scale of this work grows with funding, evidence, trusted partnerships and demonstrated impact.

Support does not disappear into a vague future promise. Each stage has defined projects, budgets, governance and reporting before the next stage grows.

Future funding framework

Where funding will go

Once paid membership and public fundraising legally open, HILA will publish how unrestricted income is allocated. The board may approve an annual allocation from unrestricted membership income to Relief & Pathways, while restricted donations will be applied only to the program for which they were given.

Public fundraising opens only after HILA’s legal and fundraising approvals are in place. Financial contributions are not yet open.

Before public donations open, HILA’s website will clearly identify the legal recipient, whether a gift is tax deductible, the purpose of each appeal and how restricted funds are managed.

Accountability & transparency

Governance grows before services do.

HILA is seeking specialist legal and charity-structure advice so its direct-relief work, broader education and advocacy mission, and any future deductible-gift arrangements are structured correctly.

Any future clinical alcohol and other drug treatment would be delivered only through appropriately qualified and accredited providers, with clinical leadership, safeguarding and regulatory approvals.
